Course Rationale:
The Bureau of the Census (1998) has reported that the Latino population is the fastest growing ethnic group in the United States. By the year 2030, the Latino population is expected to reach 59 million and will become the largest ethnic minority group in the United States. Much of this reported growth has occurred in California. California ranks first in its resident population of Latinos, Asians and Pacific Islanders, and second for African Americans and Native Americans. At present, California's population is 39% Latino (U.S. Census Bureau, 2000). In relationship, the school-age Latino population is growing at a dramatic and unprecedented rate. To date, minority and bilingual students represent 63% of the total K-12 enrollment statewide (California Basic Education Data System, 2000). The purpose of this course is to prepare practicing teachers with effective instructional strategies and knowledge on the education of second language learners who may also have been identified as qualifying for special education programming.
